The Vanuatu Education Support Program II (VESP II) is managed by Tetra Tech International Development on behalf of the Australian Government.

Vanuatu Ministry of Education and Training vision is a caring education system which provides every young person with the lifelong skills, values and confidence to be self-reliant so they can contribute to the development of Vanuatu. The Ministry of Education and Training mission is to provide student-centred education that is accessible, relevant, sustainable, responsive and of good quality, to guarantee every young person:

  • Pre-school and basic education to year 10, including literacy, numeracy, life skills, and livelihood skills, respect for our history and culture, and respect for human rights;
  • Expanded opportunities for secondary, technical, tertiary and higher education;
  • Support for parents and communities to participate in and manage their schools;
  • A well-managed and accountable education system which focuses on building the human resources of Vanuatu, improving learning, living, and working opportunities, and enabling young people to contribute to the productive sectors in both rural and urban areas.

The Ministry has three major objectives:

  1. To improve the quality of education
  2. Increase equitable access to education for all people at all levels of education in Vanuatu
  3. Improve planning, fiscal and financial management

The Ministry aim is to create an education system, which provides good conditions for knowledge, skills and values development, with the view of enhancing a harmonious and peaceful society, conducive to the promotion of a sustainable way of life in Vanuatu.

Australia has a direct interest in a prosperous and stable Vanuatu. Australia is Vanuatu’s largest development partner, providing approximately 39 per cent of total Official Development Aid (ODA) to Vanuatu (excluding China which does not publish ODA figures). The Australian Government works closely with the Vanuatu Government to support economic growth, stability and poverty reduction in Vanuatu.

Early education and essential health services are areas where Australian investment makes the biggest contribution to human development in Vanuatu. Australia works with the Vanuatu Government and communities to increase access to, and the quality of, early education to improve literacy and numeracy. Working with the Vanuatu Government, we aim to improve access to resilient, quality essential health services, with a focus on workforce development and primary care. We are prioritising improvements in maternal and reproductive health.
